There are, and while I agree with your sentiment regarding rescuing, you also have to realize that many times the dogs in purebred rescues or shelters are not suitable for work. Rarely will someone not needing a working dog pay for a working bloodline, but instead visit a pet store or a puppy mill. Unfortunately, these dogs are often bred for form, not function or brain, thus they are lacking the qualities needed to be trainable herding dogs. There is also a chance that they have suffered a slew of medical issues from inbreeding or abuse which would affect their performance. So again, while I understand where you’re coming from and fully believe that the dogs in rescues should be given a chance, there is a need for working dog breeders.
